Battery charging

i have tried with my USB Port in my laptop would that be any better or not??
NO. Definitely NOT. Typical data port USB connections provide a maximum of 500mA of current - which isn't enough. Doesn't matter if it's in vehicle, PC or notebook source.
 
but i did not turn the device off as i watched it being charged on the symbol icon
Once fully charged, disconnect from the power source, and turn it off. Then turn it on and see how long it stays alive. As I say, I'd be impressed if a 12 year old device made it to 15 minutes, but you need to let us know how long. If it shuts down nearly immediately, then you have no choice but to replace the battery.

Right done all that as you stated and is charged up according to the battery symbol on the device, now i turned the charger off and left it to just run on its own and its dropped to 80 Percent power remaining in 15 minutes so far!...so now what please??
 
Now at 75 percent power remaining in 30 minutes..........However i guess it could still be the battery as a possible issue?.....Perhaps it could do with a few charging sessions to liven it up a bit as i have not charged it this way before using my mobile phone charger which is a Huawei one.

Don't rely on the percentage, tell us how long your GPS stays on after unplugging it from the charger.
well at present its still going yes loosing some percentage but dropping slowly......however it does like to shut down from time to time

Indeed I am! They don't often provide that kind of performance after so many years!

So let's move on to your vehicle charging situation. We didn't talk much about what you were using in your vehicle. I assume it's the original TomTom charger and cable, plugged into the cigarette lighter socket in your vehicle?

No there is no tom tom charger as i am plugged into the car system so that is charging it, but i do get the same situation just on its own say running for indoors from my laptop

its charging at a variation of amps from 0.4 to 0.7 from the readings in the car
 
The problem arises if your GPS is plugged directly into the car's USB port.
A car's USB port doesn't provide enough power to keep a GPS charged.
