I've spent a lot of time looking at the -5001 error syndrome and don't see any good news out there. It's certainly not unique to installing this package. The bad news is that I don't see one definitive answer as to how to deal with this when the Windows installer starts behaving this way.
As a cross-check, do you have any other *.exe installable packages that will invoke the Windows installer that you could run to see if the Windows installer is now failing on all?
