Some fixes are available depending on the specific XL.

Can you hold the power button forever until a black screen with white numbers shows.

On that screen, can you post:
1) The first two letters of the serial number
2) the bootloader number

This should help us offer a suggested solution.

Sounds like you have one of those devices that at one point, had bad factory USB firmware, but now it should be fine if you've successfully acquired bootloader 5.5136.

Can you format the device as fat32 with a different allocation size than it already has? That usually forces a full reformat of the space, since earlier write problems may be gone now that you have 5.5136.

How long does the format take? If more than 10-20 minutes then you likely have failed internal flash memory. The model is a 2008 model and could have just worn out.

If a format works fine, disconnect and poweron the Tomtom until you get the red X, then reconnect and try reinstalling software via the "Update my XL" steps in Tomtom HOME. Install applications only (no maps yet), repeatedly until no applications are offered. Then install the map only, then install voices. If it fails let us know which step (app/map/voices) it is failing on.
