Tomtom 910 wont charge or start

I bought a tomtom 910 a couple of years ago and over time the battery failed to charge and had problems turning on the tomtom when the charger to the car was connected. Now i leave it charging in the car and it fails to start. I know the battery inside the tomtom is dead because even when its been charging for an hour when i disconnect the charging lead in the car the tomtom wont start because of a dead battery.

Does the tomtom 910 need a charged battery to start even if its connected to the car charging cable? Thanks
