Welcome, to a fellow Michigander that's also new to the forums. Assuming you've already put the photo on your TomTom 720, the following steps should work.

Go to Preferences
On page 6, choose Start-up Preferences
Hit Done on the first page. On the next page, it will ask if you want to change your Start-up image.

Voila!

or once the TT is connected to your computer you can go into it through explorer on a pc, or through finder on a mac, and rename the ones you downloaded to "splashw.bmp" but make sure to change the file that is already named that to something different so it is backed up.

the onexl screen dimension is 480 x 272. I don't know if it is the same as the 720. if you have photoshop or something similar you can pull that original "splashw.bmp" into there and find out the correct dimensions.

does this help, or did you already rename it like that and it still isn't working.

i already renamed it but when i go into pref to change splash screen it does not show up will try a few differant thing when i get home tonight

You shouldn't need to name it anything special, or overwrite your splash screen. Just upload it as a photo, and use my method to set the photo as your startup screen.

Kind of worked but i think i need to rotate it and re size
