Scenic Segments in Map Options

I can see the benefit of displaying "scenic segments", but shouldn't they be actual usable roads, and not gravel tracks.
I saw what looked like an amazing road in NW Italy
Then checked on Google street view, sadly this would be impassable in most cars, rendering "scenic segments" useless
Is there a way to exclude unmade segments ?
