Own Voice Instructions

I'm trying to put my own voice on my TomTom and I got as far as the step where you combine all the OGG files into an index file. I downloaded the VifTool file and got the four files plus the Library folder (shows as zipped folder with 185kb) but I can't extract the files from the Library.zip folder. I get a windows message that says the folder is invalid.

Any ideas what I'm doing wrong? Or is the downloadable file corrupt?
