Unable to set up journey because navigate to icon is missing

Menu-->search and take it from there.

When you tap (...Menu), which is the first icon you see?

first icon is Drive To

When you tap that it will give you a choice of Address, Point of Interest or Latitude Longitude.

Tapping Address it will ask you to type the name of a city or a Postcode.
While entering Luton and a list of names will appear based on look ahead. Once the wanted one shows, tap it.
Now the command line will display Enter street name. If the suggestion (centre) is OK, tap it and you are done.
Type Winton Close and the command line will display Enter house number as well as (Show on Map) (Add Crossroad) (o Drive).

Alternatively to the above Step by step search destination entry you can select Quick search.
When selected the first Menu icon will be Search and you can just start typing and it will make recommendations as you go along.

You can toggle between those two modes by going to Menu > Settings > System and tap Choose a search mode.
