Mio Digi Walker C520

Is my Mio Digi Walker C520 unit compatible with TeleAtlas maps used by Tomtom GPS? How do I down load the Phil maps.

No. TomTom maps are usable only by TomTom devices.
The basic map data is from TeleAtlas (now actually owned by TomTom), but that data is then coded into TomTom-specific files.
Mio will do something similar but totally different for their units.

It does run Win CE so assuming it can be unlocked the TomTom Navigator PDA softwaare could be installed to it, major problem with this though is the age of the maps, they are years out of date compared to whats used on the modern PND from TomTom - Mike
