Looking for those helpful windows software utilities for working with routes and tracks

Hi folks,
there is a super helpful GPS guru that has written a bunch of helpful utilities that help us work with our GPX files.
I'm trying to find that person and their website and their utilities.

I think I had previously stumbled on them via the tomtom discussion forum, which is now closed.

One of the utilities is called "keeptrack.exe".

Can someone kindly help me find that website or person again?
