Was it at least trying to charge before, but the battery didn't last very long?
It could be a problem with the mount/device connection. It could be a problem with the battery installation.
There are several different ways this could happen.

Let's start here. What happens if you hook it up to a 'mains' charger at home?

On your motorcycle support, have you checked that the pins make good contact with the GPS contacts?
Have you checked if you still have 5 V on the pins of the support?
Maybe put a little special electrical lubricant.
