Nope. The way it works is that a free app from TomTom gets installed on your Android or iPhone and Live Traffic info gets downloaded to the phone and transferred to the device without the need for a tethering plan. But the user does need a data plan from his/her teleco service provider.
FWIW:
For GO50 models, only some being sold in Europe and Australia/NewZealand areas will be using an RDS-TMC traffic cable at this time. All others will be using the smartphone interface as David described.
