Event_Logger config help

If I understand correctly.... putting this

daemon|Tracer/mkel|

in the cleanup.txt file starts Event_Logger at power up.

My question is: do I need that in the cleanup.txt file to start it manually?

....can I start it manually? Or do I have to let it autostart and then stop it every time I power on until i want to use it?

Maybe I'm reading the description incorrectly about
