Converting POI

Yes you can.
Make the text file then save as a CSV file. You have to respect the format because they're not the same (Garmin, Navman ...) I cannot remember right off the bat these format (open one of them with text editor and see for yourself).
Once finished you can open the result CSV file with POIEdit then save as TomTom OV2.
 
its a bit tricky.
If you had the notepad information as this setting: cordinates, cordinates, POI info:
-118.146512 , 33.947464 , "POI information"
and saved the text file as .asc, you can use POIedit to convert the .asc file to .ov2.
