Well you can set it to use 'walking routes' under planning preferences, but this just means that it will plan routes that can go the wrong way down one-way streets and on streets that are closed to vehicular traffic.
Remember it is designed for car navigation, so the map contains streets. So, it depends where you want to walk. Along a street = yes. Off-road = no.
If you are thinking 'can I use my TomTom for hiking', the answer is definitely no.
I've been able to make my ONE XL work for walking/hiking, but only after installing 3rd party "Offroad" and doing some map overlays within that program. It actually works pretty good! In a lot of ways I wish the "Browse Map" mode on the TT worked as well!
No, I was not thinking about using for hiking or biking.
Just wondered whether you could use in the city. I know some other units can be set to use if you're on foot.
