battery wont charge

Hello my 720 shows the yellow screen- that the battery needs charging and then switches off.

I checked that I am getting voltage into the device.

Maybe a problem with the socket? Does the battery need replacing? Do they fail such that the device just wont switch on. I thought that if it was getting voltage then the battery would be irrelevant?

Does it switch off both connected to the PC via the dock and in the car charger?
